 Meal is the root supporting human life and health, and it is extremely important to secure safety and reliability because citizen of the prefecture is healthy, and security realizes reliable life.
 In late years because we threaten safety of food commencing with camouflage of menu indication in hotel, restaurant, and situation to shake the trust occurs in succession, interest in meal of citizen of the prefecture has been increasing more and more, and more approach for security of food safety, relief is strongly demanded.
 This prefecture is outstanding agricultural production prefectures blessed with warm climate of the whole country and, also, we are known widely as straight production center of brand beef and, as chief producing center of the U.S. wheat, are endowed with Ariake Sea, laver of the Sea of Genkai, rich, various seafood, riches of the soil including fishery products. Agriculture and forestry marine product of this prefecture blessed with rich natural environments supports the succession and development of food culture of people living in this ground, and it is important component of brand image of this prefecture. We protect them, and be brought up, and securing of regional food safety, relief is indispensability to succeed in the next generation.
 It performs information sharing and exchange of opinions for security of food safety, relief, and it repeats inventive ideas while all of producer, food-related business operator and citizens of the prefecture recognizing importance of meal enough, and considering environmental maintenance, and it is necessary now we collaborate, and to carry out each duty and role. After that, you find safety of production, processing, sale, used food in the prefecture and plan adequacy of indication and must act so that security realizes reliable life with health of citizen of the prefecture through promotion of approach and local production for local consumption of Dietary education.
 We decide that we promote security of food safety, relief for the future to realize rich citizen of the prefecture life that can feel relieved with health as the general will of citizen of the prefecture here and establish this by-law.

   Chapter 1 basic rule
(purpose)
We promote measure about security of food safety, relief generally and premeditatedly by this Article 1 by-law sets basic principles about securing of food safety, relief and clarifies role of duty of the prefecture, producer and food-related business operator and citizen of the prefecture and setting basics of measure about security of food safety, relief and matter that it is and are intended that we have and contribute to security of for security and production such as food which we can use in peace and supply.

(definition)
In this Article 2 by-law, signification of term listed in the following items depends on what to set of each issue concerned.
(1) We say food and drink (we remove pharmaceutical products prescribed in law No. 145) and unregulated drug in Pharmaceutical Affairs Law (1960.) of all the food.
(2) Food (we include agriculture and forestry fishery products used as the raw materials or materials.) such as food and additive (additive to prescribe in law No. 233) Article 4 Paragraph 2 in food hygiene law (1947 is called.) We say, appliance (appliance to prescribe in article Paragraph 4 is called.) and containers and packaging (containers and packaging to prescribe in article Paragraph 5 is called.).
(3) Production of producer agriculture and forestry fishery products (we remove thing to offer in use except food.) (we include collection. We say the same person performing business of) and the group to organize as follows.
(4) Food-related business operator (we remove producer.) to prescribe in Basic Law for food-related business operator food security (2003 law No. 48) Article 8 Paragraph 1 is called.
(5) It is person performing business of production, import, processing such as specific company food or sale and says thing having facility to perform office, the office or other business in the prefecture.
(6) We say that we secure consumers' confidence for safety such as securing of food safety, relief food and food.
(7) We say that we use food which is made as main raw materials in the area, and agriculture and forestry fishery products produced in local production for local consumption area or this is processed or was cooked in the area that is produced, and is made and is processed or was cooked.

(basic principles)
Securing of Article 3 food safety, relief must be performed by, therefore, necessary measure being taken with basic recognition that protection of health of citizen of the prefecture is the most important.
Securing of 2 food safety, relief makes it a principle to do that adverse effects to health of citizen of the prefecture by taking in food are prevented by, therefore, necessary measure being taken based on scientific knowledge and must be performed.
As for the securing of 3 food safety, relief, the prefecture, producer, food-related business operator and citizen of the prefecture must be performed by or each duty playing its part.
Securing of 4 food safety, relief must be performed by, therefore, necessary measure being taken appropriately during each stage of a series of trips that production of food leads to consumption.
Securing of 5 food safety, relief must be performed while the prefecture, producer, food-related business operator and citizen of the prefecture deepen mutual understanding each and planning cooperation cooperation.

(duty of the prefecture)
Article 4 prefecture has duty we devise measure about securing of food safety, relief in conformity with basic principles (we say "basic principles" as follows.) to fix for preceding article generally and to carry out.

(duty of producer and food-related business operator)
Article 5 producer and food-related business operator recognize that oneself has primary responsibility about safe securing of food on performing the operation in conformity with basic principles and have duty to take measures necessary to find food safety, relief during each stage of a series of trips to reach sale from production such as food for appropriately.
When serious damage occurs in a person's health due to the food to handle or 2 producers and food-related business operator might occur, they have duty to take necessary measure for for prevention of outbreak of damage or expansion.
3 producers and food-related business operator shall act to cooperate with measure about securing of food safety, relief that the prefecture carries out.

(role of citizen of the prefecture)
We shall play an aggressive role for security of food safety, relief by Article 6 citizen of the prefecture acting in conformity with basic principles to deepen knowledge and understanding about securing of food safety, relief, and acting as opinion about approach about security of food safety, relief that measure for security of food safety, relief that the prefecture carries out and producer and food-related business operator perform to announce.
2 citizens of the prefecture recognize that the handling such as own food may have an influence on a person's health and shall act to perform the handling appropriately.

(consideration to environment)
Article 7 prefecture, producer, food-related business operator and citizen of the prefecture recognize the approach concerned and relation with environment on promoting approach about securing of food safety, relief, and sustained production of agriculture and forestry fishery products shall consider possible environmental maintenance.

   Chapter 2 basic measures
(basic plan)
Article 8 the Governer shall devise basic plan (we say "basic plan" as follows.) about security of food safety, relief to plan general and premeditated promotion of measure about securing of food safety, relief.
We shall establish 2 basic plan about matter listed below.
(1) Basic policy about measure about securing of food safety, relief
(2) Matter necessary to promote measure about securing of food safety, relief other than thing advocating in last issue generally and premeditatedly
3 the Governer must take measures necessary to let you reflect producer, food-related business operator, opinion of the citizen of the prefecture or other people concerned beforehand on devising basic plan.
4 the Governer must publicize this without delay if they devise basic plan.
We apply regulations of Paragraph 2 before 5 mutatis mutandis about change of basic plan.

(annual report)
Article 9 the Governer reports state of implementation of measure based on basic plan every year for degree, assembly and shall announce this.

(suggestion of measure)
We consider about the suggestion concerned unless we take measures necessary to reflect producer, food-related business operator, opinion of the citizen of the prefecture or other people concerned pursuant to the provision of Article 8 Paragraph 3 (we include case to apply mutatis mutandis in article Paragraph 5.) if there is suggestion about development, improvement of measure about securing of food safety, relief or the abolition from citizen of the prefecture, and Article 10 prefecture notifies of the result for the person who suggested concerned and shall announce the contents.

(monitoring and maintenance of the inspection system)
We shall act as Article 11 prefecture for monitoring, instruction and maintenance of the inspection system during each stage of a series of trips to lead to sale from production of food to secure food safety, relief.

(maintenance of the crisis management system)
Article 12 prefecture shall take maintenance or other necessary measures of the system about coping to urgent situation that the damage concerned occurs to prevent that serious damage pertaining to a person's health occurs by taking in food or might occur.

(promotion of appropriate indication such as food)
We watch and Article 13 prefecture teaches so that indication of food by regulations of food hygiene law or other laws and ordinances is performed appropriately to secure consumers' confidence for indication of food and shall take spread of knowledge about system of indication of food or other necessary measures.

(promotion of research)
Article 14 prefecture shall take spread of promotion of research about safety such as food and result or other necessary measures to carry out measure about securing of food safety, relief based on scientific knowledge appropriately.

(support to voluntary activity)
Article 15 prefecture shall take advice or other necessary support to promote activity about securing of food safety, relief that producer, the food-related business operator or other people concerned perform voluntarily.

(collection and offer of information)
Article 16 prefecture performs collection, rearranging of information about securing of food safety, relief and analysis and shall provide necessary information for producer, food-related business operator, the citizen of the prefecture or other people concerned.
We shall act as two prefectures about information about securing of food safety, relief that producer, the food-related business operator or other people concerned hold to take necessary measure so that producer, offer by the food-related business operator or other people concerned are promoted.

(promotion of information sharing and mutual understanding)
Article 17 prefecture shall take the person concerned establishing place doing information and social intercourse and others necessary measure to promote that producer, food-related business operator, the citizen of the prefecture or other people concerned share information about safety of food mutually and we understand measure for securing of food safety, relief mutually.

(upbringing of human resources)
We shall act as Article 18 prefecture for upbringing of human resources carrying promotion of security of food safety, relief in area having accurate knowledge about securing of food safety, relief.

(approaches of producer and food-related business operator)
Article 19 producer shall act as item which you should manage in each process about management of not only observing laws and ordinances concerned, and producing agriculture and forestry fishery products but also voluntary production process to secure safety of agriculture and forestry fishery products to carry out fate, this appropriately.
2 food-related business operators shall act as item which they should manage about method of not only observing laws and ordinances concerned, and performing the operation but also voluntary hygiene management to secure safety such as food to carry out fate, this appropriately.
3 producers and food-related business operator shall act for making of record about activity pertaining to production of agriculture and forestry fishery products or supply such as food and preservation to plan securing of food safety, relief.
4 producers and food-related business operator shall act to plan securing of food safety, relief to provide correct and appropriate information about food pertaining to the operation.

(improvement of reporting about the place of origin)
By place that the Governer sets particularly, we shall act in enhancement of provision of information about the place of origin of the livestock products concerned or the place of origin of raw materials of the processed food concerned if we sell livestock products (thing provided by food is best.) produced in the country or processed food (we say processed food decided to display the place of origin of raw materials in the standard of indication about quality set pursuant to the provision of 13 Paragraph 1 of law No. 175) Article 19 or Paragraph 2 in law (1950 about standardization of agricultural and forestry product and adequacy of quality indication.) to consumers in the prefecture that Article 20 food-related business operator improves consumers' confidence for food and contributes to choice of food based on proper judgment of consumers.
When we produce the food concerned and food-related business operator produces by oneself, and 2 preceding paragraph is made or produce machined food or we sell to consumers directly in machined facility or the place, we do not apply.

(cooperation with country, local public entity, affiliate)
Article 21 prefecture shall try for information sharing, exchange of opinions with country and other local public entities and coordination about securing of food safety, relief.
We shall act as two prefectures for cooperation with groups that producer, food-related business operator and citizen of the prefecture organize on promoting measure for securing of food safety, relief.

(approach through promotion of Dietary education and local production for local consumption)
We shall act as Article 22 prefecture in enhancement of the spread enlightenment of knowledge through promotion of Dietary education and education for consumers (education for consumers to prescribe in law No. 61) Article 2 Paragraph 1 in law (2012 about promotion of education for consumers is called.) to be able to feed appropriate judgement that citizen of the prefecture deepens knowledge and understanding about safety of food to plan securing of food safety, relief and it hits the handling such as food.
Through promotion of local production for local consumption, we plan producer, food-related business operator, promotion of mutual understanding between the citizen of the prefecture or other people concerned and shall act as two prefectures for improvement of trust for safety of regional agriculture and forestry fishery products.
Person concerned with 3 Dietary education and education for consumers acts for promotion of Dietary education and local production for local consumption taking the important role that you should carry out for increase of interest about meal and understanding into consideration by oneself and shall act to cooperate with measure about promotion of security of food safety, relief that the prefecture carries out and Dietary education and local production for local consumption.

Reports of    Chapter 3 voluntary recall
(report of voluntary recall)
If Article 23 identification company starts voluntary collections such as the food which it produces and imports and processes or sold to plan securing of food safety, relief, and the food concerned corresponds to either of each issue of next, you must report matter to set in reason or other rules collecting names such as the food immediately concerned, the food concerned by place to set in rules to the Governer.
(1) When it is food violating provision of the food hygiene law (when we look good with food violating provision of law Article 19 Paragraph 2, we limit to thing setting in rules.) 
(2) When, other than thing advocating in last issue, we correspond to thing which report by regulations of this clause sets in rules as need and admitted food from point of view preventing adverse effects to a person's health
When 2 preceding paragraph corresponds to one of each next issue, they do not apply.
(1) When the other party who sold food which started voluntary collection is identified and we can inform the other party of so promptly
(2) When it is clear that food which started voluntary collection is not sold to citizen of the prefecture
When 3 the Governer receives report by regulations of Paragraph 1, they publicize the contents immediately.
We perform instruction if 4 the Governer catches report by regulations of Paragraph 1 and admit that it is not appropriate when measures of collection pertaining to the report concerned prevent outbreak of damage pertaining to a person's health or the expansion to take necessary measure for the prevention for the identification company which we reported concerned.
Authorized proprietor who reported by regulations of 5 Paragraph 1 must report matter to set in or other rules by place to set in rules in the immediately finished date to the Governer if we finish collection pertaining to the report concerned.

(offer of harm information)
Person who obtained information about food which adverse effects occur in health of Article 24 person or might accrue can report to cope for the Governer appropriately.
When there is proposal by preceding paragraph, 2 the Governer shall take necessary measure for the proposal concerned if they perform necessary Surveys pursuant to the provision of relations laws and ordinances or this by-law if reasonable ground admits that there is and admit that, as a result, it is necessary.

(on-the-spot inspections)
We can let Article 25 the Governer demands necessary report from producer, the food-related business operator or other people concerned unless we take measures to prescribe for laws and ordinances or other by-law if we admit that it is necessary to enforce regulations of this chapter or the staff demand submission of other articles from food in the limit necessary we enter place performing office of these people, the office or other business and let you inspect facilities such as food, facilities, books and documents or other articles and let the person concerned ask or to offer for one of examination.
The staff doing 2 pursuant to the provision of the preceding paragraph on-the-spot inspections must show to the person concerned with the identification card.
You must not understand authority by regulations of 3 Paragraph 1 that it was recognized for the crime investigation.

 (measures advice)
If authorized company, producer or food-related business operator corresponds to one of each next issue, Article 26 the Governer can recommend that you should take necessary measure.
(1) When authorized proprietor did not report Article 23 Paragraph 1 or we did false return.
(2) When producer or food-related business operator did not report Article 25 Paragraph 1 or did false return or refused on-the-spot inspection by regulations of said paragraph or submission and disturbed or we evaded.
We can recommend that you should take measures necessary to prevent the adverse effects concerned for producer or food-related business operator unless we take measures to prescribe for laws and ordinances or other by-law if we admit that 2 the Governer needs to prevent adverse effects to health of citizen of the prefecture by taking in food.
If person who received advice by regulations of Paragraph 1 or Paragraph 2 does not follow the advice that adequate cause grieves at concerned, 3 the Governer can announce contents of so and the advice.
4 the Governer must give occasion stating its opinion for person who received the advice concerned beforehand if they are going to do public announcement by preceding paragraph.

   Chapter 4 minor regulations
Other than thing to fix for this Article 27 by-law, we set necessary matter in rules about the enforcement of this by-law.

   Supplementary provisions
 This by-law takes effect on April 1, 2014. But regulations of Article 20, Article 23, Article 25 and Article 26 take effect on April 1, 2015.
